As a global oil crisis drives fuel prices higher and deepens economic uncertainty, the Philippine government has escalated its response beyond traditional policy measures—turning its focus to the digital sphere by ordering Meta Platforms, Inc. to curb the spread of disinformation across its platforms.

Government agencies PCO and DICT said: “The Philippines is currently confronting heightened economic and public vulnerability driven by the ongoing global oil crisis. Rising fuel costs and increasing prices of essential goods have materially heightened public sensitivity to information related to economic stability and government response.”

On April 10, 2026, the Presidential Communications Office (PCO) and the Department of Information and Communications Technology (DICT) sent a joint letter to Meta CEO Mark Zuckerberg. Officials said false posts about oil prices, economic disruptions, and government policies are spreading panic and hurting public confidence.

The govt officials formally called on Meta Platforms, Inc., the parent company of Facebook, to implement urgent measures to prevent the spread of false information online. They explained that disinformation is more than just misleading content. It can distort market prices, encourage hoarding, and even lead to violations of the Price Act, which penalizes profiteering and price manipulation.

Multi-Feed Detection: Built-in sensors prevent misfeeds by detecting when multiple pages are pulled into the scanner at once, ensuring every page is accurately scanned. 

Network Connectivity: Ricoh scanners offer options for network connectivity, enabling multiple users to access the scanner from different devices and facilitating convenient sharing and storage of scanned documents. 

Automatic Document Feeder (ADF): The ADF feature allows for the scanning of multi-page documents without the need for manual page feeding, saving time and effort. 

Double-Sided Scanning: Ricoh scanners are capable of simultaneous two-sided scanning, known as duplex scanning, essential for efficient document processing. 

Image Enhancement Tools: Software features clean up and enhance the quality of scanned images, improving legibility by removing imperfections and adjusting alignment. 

Security Features: Ricoh scanners are equipped with advanced security measures to protect sensitive information, including options for password protection, data encryption, and secure file transmission. 

Compatibility and Integration: These scanners are compatible with various operating systems and seamlessly integrate with document management systems and cloud storage solutions. 

Compact Design and Energy Efficiency: Designed to fit modern workspaces, Ricoh scanners operate with energy efficiency to reduce power consumption, supporting sustainable office environments.

Disinformation elevated to national risk

“In this environment, the rapid proliferation of false, misleading, and panic-inducing content—particularly that relating to oil prices, economic disruptions, and government actions—poses a direct and escalating threat to public order, economic confidence, and national security,” the agencies said. “The scale and velocity of such content on Meta’s platforms significantly amplify these risks,” they added.

Philippine officials noted that as Filipinos increasingly rely on social media for real-time updates, they are instead encountering a surge of viral falsehoods—from exaggerated fuel price hikes to fabricated reports of shortages and institutional instability.

The letter listed several measures Meta should implement immediately. These include faster detection and removal of high‑risk content, a 24/7 coordination channel with Philippine authorities, clear escalation protocols, and regular transparency reports on enforcement.

Meta was asked to confirm receipt of the letter within 48 hours and submit a detailed compliance plan within seven days. The government also warned that failure to act could result in regulatory or legal action.

The internet boom in the last 10 years has paved the way for the overwhelming emergence of social media platforms such as Facebook, Instagram, YouTube, among others. Social media has revolutionized the way information, news and entertainment are delivered to the audience. Facebook alone has more than two billion daily active users.
